Description
Position Summary:
The Director of Operations is a high-level leadership position responsible for the strategic planning, organization, and direction of the District’s operational infrastructure. This includes facilities management (custodial, grounds, and maintenance), capital projects, security and safety, transportation and risk management/insurance. The Director ensures that all operational activities are strictly aligned with the District’s student achievement goals and financial priorities.
Essential Job Functions:
- Strategic Leadership and Compliance
Provide high-level strategic planning, organization, and administration for district operations, including facilities, transportation, security/safety, risk management, and insurance. Ensure all operational planning and administration are aligned with student achievement goals and financial priorities. This includes serving as the Director of the Operations team and ensuring compliance with federal/state law, Board policies/procedures, and regulatory agencies. Recommend and prepare Board policies/procedures related to Operations and advise on matters such as collective bargaining, school construction, and legal compliance. - Financial and Resource Management
Oversee all financial management for the Operations department. This involves preparing annual budget proposals, managing and administering the department's budget, and monitoring expenditures to maximize resources. It also includes seeking, applying for, and implementing Operations grants.
Staff Supervision and Development
Lead, supervise, direct, and evaluate all Operations department personnel, including staff in facilities, security/safety, custodial, maintenance, and grounds. Provide oversight and support of transportation staff. This encompasses all supervisory functions (hiring, training, assignment, and evaluation), developing and implementing formal and informal training programs to build staff skills, and ensuring work is appropriately prioritized and distributed through monitoring and accountability. - Facilities, Capital Projects, and Maintenance
Manage all capital renovation and construction projects, including planning, costing, executing, and collaborating with community partners. Lead the Bond Community Forum Committee. Oversee general project management by planning work, assessing conditions, leading internal/external resources, and completing projects on time and within budget. Establish and implement a robust preventative maintenance program for all custodial, maintenance, and grounds functions. Coordinate facility rentals with appropriate parties. - Risk, Safety, and Emergency Response
Manage emergency operations, including providing 24/7 response to Operations-related emergencies, dispatching resources, and coordinating communication with related parties. Assess inclement weather for transportation and facility use and communicate recommendations to staff. Lead and enforce effective safety procedures, maintain safe working conditions, and facilitate communication and training to prevent injuries and address safety concerns and risks. - Transportation Provide oversight, direction and support to the Director of Transportation (Centralia employee) and Chehalis transportation staff and families.
- Perform other duties as identified necessary or as assigned.
Requirements
Job Requirements - Qualifications:
- Associate's Degree preferred.
- Demonstrated skill in fiscal management and staff hiring, supervision and evaluation.
- Member of WAMOA (Washington Association of Maintenance and Operations Administrators) or willingness to obtain WAMOA membership.
- Previous experience within an operations department is highly desired; working knowledge, skills and/or experience in maintenance, trades, construction or related field.
- General knowledge of building construction and sub systems i.e. HVAC controls, electrical, plumbing, fire alarms, custodial, transportation, security.
- Ability to perform responsibilities with minimum supervision and a strong work ethic.
- Strong analytical, program management and supervisory skills.
- Demonstrated experience with and commitment to high customer service.
- Demonstrated ability to direct, review, analyze and interpret management information.
- Demonstrated knowledge of needs of a medium size school district and a transportation cooperative.
- Demonstrated knowledge of L & I regulations.
- Ability to articulate the operations of the District to Board members, district staff and the community.
- Ability to organize work, set priorities, and meet deadlines.
- Ability to read technical journals, compose technical materials, create and compose documents/project reports and make presentations in support of department and District functions.
- Proficient with word processing and email and calendar systems.
- Ability to apply common sense understanding of detailed multi-step instructions in a combination of written, oral and diagrammatic form, as well as the ability to independently analyze situations and draw conclusions/solve problems.
- Ability to collaborate to design a scope of work and work successfully with staff and/or outside vendors to accomplish tasks on time and on budget.
- Ability to plan strategic operational support that does not disrupt the educational environment, to assess and plan for facility needs current and future, and to act as a key District leader in supporting the needs of schools.
- Demonstrated ability to lead staff and provide effective and efficient communication with stakeholders. Effectively communicate both verbally and in writing; speak in public; lead and participate in staff meetings and Board meetings and work sessions.
- In-district residency or residence within 20 miles is highly preferred.
