SUMMARY:
Under the supervision of the Mayor, plans and directs the development and administration of a variety of recreational and nonrecreational programs and services for senior adults within the community. Supervises a staff of full-time, parttime and temporary employees and volunteers involved in program and service activities. Conducts ongoing revaluation of programs, monitoring participant's interests for success and the possible addition of future services. Organizes workshops, clinics and other presentations, prepares the departmental budget. Maintains comprehensive records of activities and prepares required reports. Directs the maintenance of complete activity records and the preparation of related reports.
Requirements
ESSENTIAL DUTIES AND RESPONSIBILITIES:
1. Supervises the programs for senior adults to provide meaningful interaction among participants, continuously monitoring programs for adjustments of program or service goals and objectives.
2. Supervises personnel and participates in the implementation of all recreational and nonrecreational activities and services.
3. Performs various personnel functions such as assisting with the interviewing and hiring, along with training and evaluating staff. Recruits, trains and reviews the work of temporary employees and volunteers.
4. Oversees and participates in the outreach of community residents, assuring eligible citizens are aware of available services. Researches and compiles newsletter to assist in informing residents of services and programs available.
5. Coordinates, informs and assists adult seniors in receiving the supportive services available through outside agencies.
6. Examines present programs for their success, researching and making any recommendations for any possible new programs, which would better assist the community.
7. Develops and recommends an operating budget for the senior adult programs based on past experience, present needs and future expectations.
8. Oversees departmental purchases, reviewing requisitions and specifications and authorizing purchases, and monitoring expenditures to stay within budgetary limits.
9. Maintains departmental accounting records for all funds received and expenditures.
10. Prepares and distributes and variety of informational brochures on program activities.
11. Seeks sources of funding and prepare necessary applications and documentation.
12. Conducts staff meetings to monitor senior adult program activities and attends department staff meetings regularly.
13. Meets with community residents, other City employees and officials, to evaluate community needs and determine the types of activities and programs that might be useful in the future.
14. Prepares a variety of correspondence and arranges publicity and news releases for promotion of programs and to keep City residents informed of senior activities, maintaining positive public relations.
15. Reads magazines, newsletters, books, etc., and attends various conferences, workshops, and seminars to keep informed of updated recreation methods and techniques.
16. Experience overseeing food service operations, compliance with local health department regulations, and staff/volunteer food safety training is preferred.
17. Performs other related duties as assigned.

QUALIFICATION REQUIREMENTS:

EDUCATION and/or EXPERIENCE:
Education: Bachelor’s degree or special or technical training equivalent to several years of college with course work in administration, gerontology, psychology or related field.
Experience: A minimum of five years of experience in recreation program planning for senior adults or equivalent. Three months probationary period.
LANGUAGE SKILLS:
Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
MATHEMATICAL SKILLS:
Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry.
REASONING ABILITY:
Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
CERTIFICATES, LICENSES, REGISTRATIONS:
Possession of a valid Michigan vehicle operator's license. Must be appropriately licensed to operate City-owned vehicles consistent with work assignment.
The Senior Services Director must obtain and maintain Certified Food Protection Manager (CFPM) certification from an ANSI-accredited provider (e.g., ServSafe Manager) within 90 days of hire and maintain recertification as required. This certification is required due to oversight and participation in food service operations at the Senior Center.

While performing the duties of this job, the employee frequently works in outside weather conditions and is frequently exposed to wet and/or humid conditions. The employee occasionally works near moving mechanical parts and is occasionally exposed to fumes or airborne particles, extreme cold, and extreme heat.
The noise level in the work environment is usually moderate.
