Description

The Assistant Director/Clinical Supervisor (LCSW) provides clinical leadership, administrative oversight, and operational management for a new outpatient substance use treatment and counseling program, in accordance with OASAS regulatory standards. The program will be integrated with our existing children’s mental health clinic (A31 MHOTRS) under the League Center for Behavioral Health and Wellness, and will provide integrated mental health and substance abuse treatment to meet the needs of children and families with co-occurring disorder. 

The program delivers comprehensive substance use treatment and counseling services to youth, young adults (up to age 26), and their families—including adult family members—while supporting participants in identifying and addressing underlying emotional, behavioral, and environmental factors contributing to substance use. 

The Assistant Director/Clinical Supervisor works in collaboration with the Clinical Director of Children’s mental health clinic and agency leadership to advance an integrated behavioral health model. This includes ensuring:

       Coordinated, seamless care across substance use and mental health services

       Delivery of evidence-based, person-centered, and trauma-informed care

       High-quality treatment for individuals with substance use and co-occurring mental health disorders

The role includes both clinical supervision (provided as an LCSW) and program leadership, ensuring compliance with all applicable regulatory requirements and best practices.

As this is a newly established position, the supervisor will initially maintain a higher clinical caseload to support access to care during program hours. The supervisor will conduct intake assessments and provide ongoing therapy to individuals assigned to their caseload. As additional clinicians are hired and supervisory responsibilities increase, the supervisor’s caseload will gradually decrease, transitioning to an approximate 50/50 balance of direct clinical services and clinical supervision.

This is a full-time role scheduled for forty (40) hours weekly during the clinics’ operating hours: Monday through Friday, 11am to 7pm. 

Requirements

Program Leadership & Operations
Support daily operations of the OASAS-licensed outpatient SUD program
Assist in the implementation and enforcement of policies and procedures in compliance with OASAS, OMH, and other regulatory requirements
Monitor program performance using key indicators (e.g., engagement, retention, completion rates, service utilization)
Coordinate staffing to ensure adequate program coverage, including evenings, weekends, and on-call schedules
Facilitate regular team meetings and interdisciplinary communication to support service delivery and operational efficiency
Program Integration & OASAS-Aligned Care Delivery
Support integration of Substance Use Disorder (SUD) and MHOTRS mental health services under one roof, working in collaboration with the clinic’s MHOTRS director. 
Promote delivery of integrated, concurrent treatment for individuals with co-occurring disorders in accordance with OASAS best practices
Ensure that treatment planning reflects comprehensive assessments, individualized goals, and measurable outcomes
Collaborate with medical and psychiatric providers to coordinate medication-assisted treatment (MAT) and other clinical interventions when appropriate
Participate in multidisciplinary case conferences to ensure continuity and quality of care
Clinical Supervision & Workforce Development
Provide clinical supervision in accordance with OASAS and NYS scope of practice requirements for counselors, peer advocates, and interns
Support staff in assessment, diagnosis, treatment planning, and delivery of evidence-based interventions (e.g., Motivational Interviewing, CBT, relapse prevention)
Review and approve clinical documentation to ensure compliance with OASAS documentation standards and audit readiness
Conduct staff evaluations, performance improvement planning, and disciplinary actions as needed
Assist in onboarding, credentialing support, and ongoing professional development initiatives
Client Care & Clinical Services
Provide direct clinical services, including individual, group, and family counseling, crisis intervention, and case management as needed
Ensure services are delivered in alignment with person-centered, trauma-informed, and recovery-oriented principles
Participate in treatment plan reviews and ensure timely updates based on client progress and clinical need
Quality Assurance & Regulatory Compliance
Ensure program compliance with OASAS Part 822 outpatient regulations, as well as applicable OMH and federal requirements
Oversee clinical records to ensure accuracy, completeness, and timeliness in accordance with regulatory standards
Participate in internal audits, quality improvement initiatives, and external reviews
Address ethical, legal, and risk management issues in clinical care and supervision
Support corrective action plans and continuous quality improvement processes
Community Engagement & Collaboration
Develop and maintain partnerships with referral sources, community providers, and stakeholders
Represent the program in community forums and interagency meetings
Promote awareness of integrated SUD and mental health services
