Description
The Melvindale Housing Commission (MHC), Melvindale, Michigan, seeks a Deputy Director ( for potential promotion to Executive Director) with strong ethical leadership, public service commitment, organizational integrity, and innovative problem-solving skills. MHC converted 199 public housing units through HUD's Rental Assistance Demonstration (RAD) program in 2019. The property consists of Project-Based Rental Assistance (PBRA) and Low-Income Housing Tax Credits (LIHTC), with MHC serving as managing partner of Coogan Terrace LDHA LP. MHC also administers a Housing Choice Voucher Program. MHC's mission is to provide quality, affordable housing and self-sufficiency opportunities to low- and moderate-income residents of Wayne County.
Minimum Qualifications
- Bachelor's degree in Business Administration, Public Administration, or a related field.
- A minimum of five (5) years of responsible experience in the planning, development and delivery of low-income housing management and maintenance services, of which two years must have been in an administrative capacity in a public housing commission.
- Ten (10) years of practical experience administering HUD and LIHTC programs is an acceptable substitute for a formal degree.
- Equivalent combinations of education, training, and experience may be considered.
Knowledge, Skills & Abilities
- Strong knowledge of HUD Multifamily, Section 8, LIHTC (IRS Section 42), housing commission regulations, and grant research/writing.
- Experience directing staff, delegating responsibilities, and managing operations efficiently.
- Ability to interpret and apply complex government regulations, contracts, reports, and guidelines.
- Perform duties associated with property management oversight.
- Serve as liaison with HUD, MSHDA, lenders, investors, Performance-Based Contract Administrators, and the Board of Commissioners.
- Respond to complaints from tenants, staff, and the public.
- Some local and out-of-town travel and evening meetings required.
Additional Requirements
- Candidate must be bondable and possess a valid Michigan driver's license within 30 days of hire.
- Must successfully pass a drug screening, criminal background check, and credit check.
- Compensation and benefits are negotiable.
