The Director of Strategy & Impact ensures that PHA’s work is aligned, focused, and producing
measurable results.
ABOUT THE PARTNERSHIP FOR HOUSING AFFORDABILITY
The Partnership for Housing Affordability (PHA) is the leading organization advancing housing solutions across the Richmond region. We drive policy, coordination, and systems change – working with local governments, business leaders, and philanthropy to improve how the housing system functions and delivers results.
PHA operates at the center of the region’s housing ecosystem. We manage the Housing Resource Line as a front door to services, administer programs on behalf of public partners, and produce data and policy insights that shape decision-making. As demand for coordinated, data-driven housing solutions grows, PHA continues to expand its leadership and impact.
THE OPPORTUNITY
This is a senior leadership role responsible for connecting strategy to execution across the organization. Working closely with the Executive Director, you will translate priorities into action – aligning teams, clarifying goals, and driving progress.
A central responsibility of this role is to develop and refine PHA’s theories of change and action at both the organizational and program level. You will define how PHA creates impact, what outcomes matter most, and how those outcomes connect to the organization’s long-term vision.
You will also lead the development of a clear impact strategy and narrative that strengthens how PHA communicates its work to funders, partners, and the broader community.
This is not a grant writing position.
PHA partners with Grant Flow, which leads grant writing, reporting, and prospecting. You will not be responsible for identifying new funding opportunities. Instead, you will work with the Executive Director to pursue opportunities using a strong, aligned impact narrative. Your role is to ensure proposals are grounded in clear outcomes, supported by strong data, and aligned with PHA’s priorities.
This role is well suited for someone who is both strategic and practical – someone who can define direction, work across teams, and follow through on the details that drive results.
WHAT SUCCESS LOOKS LIKE (FIRST 90 DAYS)
Days 1-30
Build relationships with staff, partners, and key stakeholders
Gain a clear understanding of PHA’s programs, funding, and priorities
Review current impact goals, data practices, and narratives
Days 31-60
Begin refining PHA’s theory of change and identifying key outcomes
Strengthen coordination with Grant Flow and internal teams
Identify opportunities to improve how PHA defines and communicates impact
Days 61-90
Establish clearer organizational outcomes and performance measures
Improve consistency in how programs define and track success
Contribute to stronger, more aligned funding proposals and messaging
By the end of the first 90 days, you have brought greater clarity to how PHA defines success and strengthened alignment across strategy, programs, and funding.
CORE RESPONSIBILITIES

Strategy & Organizational Alignment | Revenue Strategy & Alignment | Impact Measurement & Learning
Strategy & Organizational Alignment
Partner with the Executive Director to refine and implement PHA’s strategic direction
Develop and maintain PHA’s theories of change and action to guide organizational priorities
Translate strategy into clear priorities and measurable outcomes
Align teams across Housing Resource Line, Program Administration/Special Projects, and Research & Policy
Ensure day-to-day work reflects organizational priorities and long-term goals
Identify opportunities to strengthen PHA’s role in shaping housing systems, including policy, funding, and service delivery
Lead the development of a clear and compelling impact narrative
Revenue Strategy & Alignment
Partner with the Executive Director to pursue institutional funding aligned with PHA’s priorities
Oversee the relationship with Grant Flow, which executes grant writing, reporting, and prospecting
Shape proposal strategy by defining outcomes, refining messaging, and ensuring alignment with PHA’s impact narrative
Coordinate internal inputs and data needed for strong proposals and reporting
Support funder relationships through case making, briefings, and storytelling
Ensure consistency in how PHA presents its impact across funding materials
Impact Measurement & Learning
Define what success looks like across PHA’s work by establishing clear outcomes
Determine what should be measured and ensure alignment with strategy
Support staff in implementing practical, consistent approaches to tracking outcomes
Use external sources and internal program data to identify trends and gaps
Assess progress and support adjustments to improve results
Translate data into clear insights for decision-making and external communication
Support consistent reporting to funders and partners
Foster a culture of learning and continuous improvement
QUALIFICATIONS
Core Qualifications
Experience in strategic leadership, program management, or cross-sector collaboration
Experience with institutional fundraising, including grant strategy and proposal development
Strong strategic thinking with the ability to turn ideas into clear plans and results
Proven ability to work across teams and align stakeholders
High attention to detail and strong follow-through
Comfort using data to define outcomes and inform decisions
Strong written and verbal communication skills
Preferred
Experience in affordable housing, community development, or a related field
Experience working with public sector partners or in policy-related environments
Experience developing theories of change, outcomes frameworks, or impact strategies

COMPENSATION & BENEFITS
Salary Range
$88,000 – $97,000
Work Environment
This is a hybrid position with flexibility for remote work. Candidates must be based in or willing to relocate to the greater Richmond region.
