BASIC FUNCTION:
The Director of Student Services directs the District's special education, Section 504, Highly Capable, health services, and other state and federally funded categorical programs serving eligible students. The Director serves as the District's Civil Rights Compliance Coordinator, Section 504/ADA Coordinator, and Gender-Inclusive Schools Coordinator, monitoring and coordinating District compliance with chapters 28A.640 and 28A.642 RCW, chapter 392-190 WAC, and Section 504 of the Rehabilitation Act. The Director ensures assigned programs comply with federal and state law and district policy, that students and families receive required due process protections, and that program budgets are managed throughout the year using OSPI and district financial tools; provides or arranges staff training on program compliance; and works with building administrators to supervise assigned programs and staff.
Requirements
QUALIFICATIONS:
Required
Master's degree in special education, counseling, educational administration, or a related field. Valid Washington State Residency or Professional Administrator Certificate (Program Administrator or Superintendent). Knowledge of federal and state law governing special education, Section 504/ADA, Title VI, Washington's gender-inclusive schools requirements (chapter 28A.642 RCW, chapter 392-190 WAC), and Washington's nondiscrimination requirements for school districts. Demonstrated ability to develop and monitor state, federal, and grant-funded program budgets. Demonstrated ability to communicate effectively and maintain neutrality with students, families, staff, and community members, including in high-conflict situations. Valid Washington driver's license and ability to travel between district sites. Must clear a Washington State Patrol and FBI background check (WATCH/fingerprint) prior to employment. Completion of OSPI civil rights compliance coordinator training within the first year of appointment.
Preferred
Three or more years of successful administrative experience in special education or student services in a Pre-K through 12 setting. Special education endorsement. Experience conducting or overseeing investigations of discrimination and harassment complaints. Experience supervising licensed health services staff, including nurse delegation, medication administration, and student health plans. Experience administering a Highly Capable program, including identification procedures and the annual state program plan and report. Working knowledge of OSPI Safety Net, School-Based Health Services (Medicaid) billing, CEDARS reporting, and EGMS. Experience contributing at a district leadership or cabinet level.
