Description
Direct Care and Treatment (DCT) is a highly specialized behavioral health care system that serves people with mental illness, substance use disorders, intellectual disabilities, and other serious and often co-occurring conditions. DCT operates psychiatric hospitals and other inpatient mental health treatment facilities; inpatient substance abuse treatment facilities; special-care dental clinics; group homes and vocational sites; and the nation’s largest treatment program for civilly committed sex offenders. The system cares for more than 12,000 patients and clients each year. Because these individuals have conditions that are complex and behaviors that can be challenging, other health care systems cannot or will not serve them. Some providers do not have the capacity; others do not have the expertise.
Mental Health and Substance Abuse Treatment Services (MHSATS) is one of DCT’s five main service lines. MHSATS provides inpatient services in eight psychiatric hospitals, three locked substance-use-disorder treatment facilities, and three short-term residential mental health treatment facilities. Nearly all patients have been civilly committed as mentally ill, chemically dependent or both.
Direct Care and Treatment (DCT) is seeking an individual to join our MHSATS service line for an exciting and rewarding opportunity as a Regional Operations Director! The Regional Operations Director provides leadership and direction and works to implement strategic and operational priorities and direction as defined by the MHSATS Executive Committee ensuring the direction is consistent with the overall goals and policies of the organization and the strategic plan for Direct Care and Treatment (DCT).
Responsibilities include:
Direct an administrative structure to support all functions of the geographically dispersed healthcare system to assure successful day-to-day operational compliance of the complex inpatient, outpatient, and residential facilities and Minnesota’s services for child and adult populations who have been civilly committed.
Ensure that applicable state, federal, and accreditation standards are met by the Mental Health and Substance Abuse Treatment Services (MHSATS) facilities. Initiate activity to identify and negotiate needed changes that will enhance client services and meet legislative direction.
Manage the region’s ongoing programs and operations to maximize efficiency in administrative and support services. Design systems initiatives to implement statewide policy in collaboration with the MHSATS Executive Committee.
Ensure administrative efficiency and financial solvency for MHSATS facilities utilizing all available public and private funding services to reimburse costs of care
Requirements
Minimum Qualifications
Fellow of the American College of Healthcare Executives (FACHE) at time of hire.
Five years (5) of managerial experience in a therapeutic, residential or corrective, or hospital environment including the following:
- Managing daily facility operations
- Managing the planning, delivery, execution, and evaluation of facility programs
- Working collaboratively with members of an executive or managerial team
- Experience in tactical response, facility secure environment protocols, & security staffing deployment.
- Identify and cultivate talent, promote a culture of high performance and teamwork, and prioritize professional development
- Direct the development and approve operational policies, procedures and program initiative
- Leadership in the development of the facility budget, the development of a spending plan, and monitor actual expenditures to ensure the cost-effective use of resources
Preferred Qualifications
- Experience with managing an annual budget greater than $5M
