Description
This is advanced executive-level work directing the Housing Choice Voucher (HCV) Program for Miami-Dade Housing and Community Development (HCD). The incumbent is responsible for the strategic, operational, financial, and regulatory oversight of one of the nation’s largest HCV programs. The Division Director ensures full compliance with U.S. Department of Housing and Urban Development regulations, while maintaining high performance under SEMAP standards, maximizing program utilization, and ensuring fiscal stability in a complex funding environment.
The position is responsible for program leadership and oversight, financial management and shortfall prevention, contractor oversight and accountability, compliance and performance management, and data driven decision making.
The Miami-Dade County Department of Housing and Community Development (HCD) administers one of the largest and most diverse Section 8 Housing Choice Voucher Programs in the nation, encompassing Non-Elderly Disabled (NED), HUD-Veterans Affairs Supportive Housing (HUD-VASH), Project-Based Vouchers (PBV), and Mainstream Vouchers. HCD is recognized for its strong operational performance, achieving a 97% High Performer rating under the Section Eight Management Assessment Program (SEMAP).
As a mission-driven department committed to housing stability, community development, and operational excellence, HCD continues to serve Miami-Dade County residents with integrity, efficiency, and a focus on expanding access to safe and affordable housing. At present, HCD manages an allocation of 20,020 Housing Choice Vouchers, in addition to Mainstream Vouchers, Emergency Housing Vouchers, and Stability Vouchers. HCD also oversees a robust Family Self-Sufficiency Program, which currently serves 193 actively enrolled families.
Pursuant to the authority in Chapter 8B of the Code of Miami-Dade County, when there is a declared state of emergency issued for any portion of Miami-Dade County, all employees of Housing and Community Development will be required to adhere to directives from the Mayor or the Mayor's designee to report to work and perform all duties assigned during a declared state of emergency.

Minimum Qualifications: Bachelor's degree. Five years of progressively responsible experience in affordable housing program administration to include supervising teams, budgets or programs operations in the Housing Choice Voucher (HCV) Program is required. A Master’s degree may substitute for up to two (2) years of required experience. A Public Housing Manager (PHM), Housing Choice Voucher Specialist (HCVS), or equivalent certification from organizations such as Nan McKay & Associates or National Association of Housing and Redevelopment Officials is required. A valid Driver’s License is required.
Preferences: Master’s degree preferred; Oversight of a high-volume HCV program (5000+ vouchers or equivalent complexity), third-party administrators or contractors responsible for program operations, and programs with federal funding constraints, compliance requirements, and audit oversight is preferred; Experience navigating financial challenges including HAP shortfalls, utilization management, and cost containment strategies is desired.
